Position Title: Monitoring, Evaluation & Learning Manager
Department: Programmes / Monitoring, Evaluation & Learning
Location: Ranchi, Jharkhand
Employment Type: Full-time
Reporting To: Head of Programmes
Functional Coordination: Programme Managers, District Teams, CSR & Partnerships Team

Job Purpose

The Monitoring, Evaluation & Learning Manager will lead the organisation’s monitoring, evaluation, learning and data-management systems. The position will ensure that programmes are implemented with measurable indicators, robust data systems and clear evidence of outputs, outcomes and impact.

The role will strengthen data-driven decision-making, programme quality, accountability and organisational learning.

Key Responsibilities

  • Develop and maintain organisation-wide Monitoring, Evaluation and Learning frameworks.
  • Design logical frameworks, Theory of Change, results frameworks and indicator matrices.
  • Establish appropriate programme indicators, baselines, targets and monitoring mechanisms.
  • Develop project-specific monitoring plans and reporting frameworks.
  • Design data collection formats, tools, questionnaires and digital monitoring systems.
  • Maintain programme MIS, dashboards, trackers and databases.
  • Ensure timely collection, cleaning, validation and analysis of programme data.
  • Conduct periodic Data Quality Assessments and field verification.
  • Analyse programme performance against agreed targets and milestones.
  • Prepare monthly, quarterly and annual programme performance reports.
  • Develop dashboards and visualisations for management and donor reviews.
  • Conduct or coordinate baseline, midline, endline and impact assessments.
  • Support programme evaluations and research studies.
  • Train programme staff on indicators, monitoring tools, data systems and reporting requirements.
  • Ensure data confidentiality, accuracy and compliance with organisational policies.
  • Document programme learning, good practices, innovations and evidence.
  • Support programme teams in identifying implementation gaps and recommending corrective action.
  • Facilitate learning reviews, reflection meetings and evidence-based programme improvement.
  • Support donor reporting with credible quantitative and qualitative evidence.
  • Strengthen beneficiary tracking and outcome measurement systems.
  • Contribute evidence for programme design, fundraising and organisational strategy.

  • Accuracy and completeness of programme data.
  • Timeliness of MIS and reporting.
  • Percentage of indicators tracked against targets.
  • Number of data-quality reviews completed.
  • Quality and usage of dashboards and analytical reports.
  • Timeliness of baseline, midline and endline studies.
  • Integration of programme learning into implementation.
  • Availability of credible outcome and impact evidence.

Qualification

  • Master’s degree in Statistics, Economics, Development Studies, Public Health, Social Sciences, Data Analytics, Population Studies or a related field.

Experience

  • Minimum 4–6 years of relevant experience in Monitoring & Evaluation, MIS, research or data management.
  • Experience in development-sector programmes is preferred.
